How do I stop neighbor's cats using our house as a litter box.?

Our neighbor has several cats and a noisy dog. We want to stop both. We have tried special sprays that are supposed to deter cats, coffee grounds, red pepper, but none work long enough to help. Moth seem to work, but we couldn't stand the smell. Also, if you know how to stop a noisy dog - all the neighbors would appreciate it. Thanks.
