Can a non us citizen join the marines?

He came here on a student visa, and now is authorized to work in u.s. He has already applied to become a permanent resident, but his case is still pending. He has been here for a few years, and can do everything that a U.S. citizen can do. He took a test yesterday for them, and ped. But he was weary to bring up that he is still waiting to hear from the USCIS.
