96 Astro Van turning signals?

I go to turn to the right and it blinks twice as fast as the left turn signal does. I didnt realize that the bulb was out until i was pulled over. I replaced the bulb but the signall still flashes twice as fast and it didnt even signal depsite there being a new bulb. A friend had suggested it was a relay or some thing? no idea. Now the brake lgifht has also gone out with the turning signal, what should be the first thing to check or troubleshoot? Thanks alot.
